The Umbrella for Democratic Change (UDC) is a broad-based coalition of Botswana’s
leading opposition parties, established in November 2012 to present a unified alternative to
the then incumbent government. Committed to pragmatic policy solutions and inclusive
governance, the UDC mobilises expertise from diverse constituencies to advance
socio-economic development, bolster democratic institutions, and foster sustainable
progress. Since the October 2024 election, the UDC has guided the nation’s legislative
agenda, driving reforms rooted in transparency, accountability, and participatory
decision-making.
The UDC operates under a multi-layered governance framework designed to ensure
strategic coherence and operational agility:
National Council
Functions as the coalition’s supreme policymaking body, setting strategic priorities and
endorsing major legislative initiatives. Each member party holds proportional representation
to preserve balance and broad buy-in.
Executive Committee
Charged with translating Council directives into actionable plans, coordinating parliamentary
affairs, and overseeing inter-party negotiations to maintain alignment across the coalition.
Regional Secretariats
District-level offices tasked with grassroots outreach, stakeholder engagement, and real-time
feedback collection through initiatives such as the weekly “Feedback Mondays” forums.
At the helm, President Duma Gideon Boko provides overall strategic direction, leveraging his
legislative experience and public mandate to coordinate policy formulation across ministries.
He is supported by Vice-President Ndaba Gaolathe, who supervises policy implementation,
inter-ministerial coordination, and coalition administration.
